a successor to Sir William Hornell as Vice-Chancellor of
the Hong Kong University I have the honour to forward

a copy of my Congregational Address delivered
by me as Chancellor in the Great Hall of the
University after the conferment of Degrees on
January 4th, 1937;
six copies of the Report of the Committee
appointed in accordance with the announcement
contained in my Address;
six copies of the Committee's Supplementary
Confidential Report.
As neither report has yet been laid before my
Executive Council or before the Council of the University
I should be grateful if the main, as well as the supplementary,
report may be treated for the time being as confidential.
3. The reason for my hastening to send you advance
copies is that paragraph 1(e) of the Supplementary Report
emphasises the need for great care in the selection of a
new Vice-Chancellor, while the main Report epitomizes many
